The new head of the World Bank is trying to make sure that billions lent do not disappear into the latest dictator's bank account. WSJ:
Mr. Wolfowitz has said that this anticorruption drive "is about making certain that money goes to schools and textbooks for children, medicines for mothers and creating job opportunities for the poor -- not to line the pockets of the rich and powerful." These days as so often in the past, the latter is the norm.....
He's running into opposition from bureaucrats who measure their success by the amount of money shoveled out the door, regardless of where it ends up, or whether it makes things worse. According to the Journal, poverty is growing in Africa.

If you want to personally do your part and know exactly where your money goes, here's a private sector alternative. Room to Read asks donors to adopt specific projects, and recipients to match the donations with their time or money. Started by a former Microsoft executive, with a Chicago connection, the non-profit focuses on improving literacy by building schools and stocking their libraries.
