Governor Blagojevich was going to use state funds budgeted for science and technology for improvements at Wrigley for the Cubs--without having to go through the legislature. (page 55 of the complaint.)
On a par with the Manhattan Project, cracking the code for the Cubs to win the World Series again. After all, they cracked the nuke code under the bleachers at U of C's Stagg Field.
