It can be done

Don't bellyache and prophesy gloom and doom, it can be done:
The Daley administration is mapping plans for a break-up and shake-up of the Streets and Sanitation Department that could remove layers of field supervision, transfer key functions to other departments and sweep out embattled Commissioner Michael Picardi, City Hall sources said Monday.
Yes you can. But of course, there's always a big cloud to the small silver lining:
Last month, Picardi infuriated the union by issuing a "request for quotations" to buy up to 200 "automated, side-loading refuse trucks" that could pave the way for scores of layoffs and service cuts.
Service cuts. Really?
Now, the same fate awaits Picardi, who has been under fire since Inspector General David Hoffman concluded Chicago was wasting $21 million-a-year on garbage collection crews "paid to do nothing" for 25 percent of their time on the clock.
Really.
