What the Supreme Court ultimately does in the Chicago case, though, won't matter much if lower courts refuse to be tough with criminals who are caught with guns.

A few years ago, Illinois legislators made a big deal about passing laws that said: If you break the law with a gun, you're a goner.

Why should any gangbanger believe that? Look at the case of Chicago Police Officer Alex Valadez, shot to death last week.
