At Tuesday's meeting, the board approved the coffee shop by a 5-1 vote. Kurtz, 51, who lives in Winnetka, said he hopes to open Monday.

"There was no objective way to reject Mr. Kurtz," said trustee Mari Terman. "You can't legislate economics. We're in a free-market situation."
