The cuts can be made. This page on Tuesday laid out one cluster of ideas that commissioners have offered to save $250 million. There are plenty of other ideas.

Stroger now can behave like Gov. Rod Blagojevich and cling to budget plans that are dead as doornails. Or he can finally make good on his year-ago promise to change the way the county does business.

The silent majority speaks up.
